New Patch Release!

The PostalOne! Release 26.0 patch notes and final release have been posted on the RIBBS website along information on the upcoming R26.0.1 patch which is scheduled for January 30, 2011.

For the Reply Rides Free Program, the new Mail.dat Client will be available as part of this release. The RIBBS website can be found here.

Postal Service Exigent Rate Request has been Denied by the PRC

"The Commission finds that the Postal Service has shown the recent recession to be an exigent circumstance but it has failed both to quantify the impact of the recession on its finaces and to show how its rate request relates to the resulting loss of mail volume; therefore, we unanimously deny its exigent rate request," said Chariman Ruth Y. Goldway.

Postal Regulatory Commission Announcement Tomorrow!!!

At 11:00am tomorrow September 30, 2010, the Postal Regulatory Commission will be announcing it's decision with regards to the proposed postal increase. A briefing will be held at the Postal Regulatory hearing room located at 901 New York Avenue, NW, Suite 200 in Washington DC.

The Postal Service exigent price increase request was filed on July 6, 2010. The proposed increase is an average of 5.6 percent on Market Dominant products. This will affect First-Class and Standard letters and flats along with periodicals and Standard Packages.

The Postal Service has requested this increase which is above the rate of inflation due to "extraordinary or exceptional" circumstances.

This announcement will have a profound affect on the Postal Industry and the future of mailing in general.

FAST Help Desk Launched

As of yesterday, Monday, August 30th 2010, the FAST Help Desk is now available to assist with application and operation related issues. This was announced in the Facility Access and Shipment Tracking (FAST®) 14.3.0 Release Notes on August 15th by the Postal Service.

FAST is a Postal Service initiative that improves the drop shipment and Origin Entry appointment scheduling processes through allocating appointment availability and decreasing dock wait times. FAST is designed to interface with other postal applications and systems to enable ongoing transformation to an environment where the Postal Service and customers have end-to-end visibility of the mail product from entry to delivery.

August 28th and 29th ACS Data Outage

A communication was sent out regarding ACS RIBBS fulfillment for August 28th and 29th. OneCode ACS fulfillment information is handled via RIBBS. RIBBS will be offline beginning 7am CDT August 28th through 11pm CDT August 29th for required maintenance.

ACS will also be inaccessible during this period of time. All records normally returned for this period will be returned at the next scheduled fulfillment date.

Author of Landmark Postal Reform says Postal Increase is Not Justified by Law

U.S. Senator Susan Collins, Ranking Member of the Senate Homeland Security and Governmental Affairs Committee and author of the Postal Accountability and Enhancement Act of 2006 made a statement of support for the Affordable Mail Alliance's attempts to dismiss the the proposed rate increase. The Enhancement Act is the legislation which allows the Postal Service to propose a rate increase.

"As the author of the 2006 postal reform law, I completely agree with the Affordable Mail Alliance that the Postal Service's proposed exigent rate increases are not justified under law.

"Let me be clear. The authority to increase rates under an exigent case can only be used in extreme and unforeseen instances - such as terrorist attacks, natural disasters, and other events that would cause significant and substantial disruptions in service. The law was not meant to be used to remedy poor economic performance or to offset an ongoing marketplace trend, such as the increased use of electronic over traditional mail.

"In addition to not meeting the criteria set forth in the law, the exigent rate case is simply a bad business decision. Rather than help restore postal solvency, and exigent rate increase will worsen the Postal Service's crisis by further driving down mail volumes and thus revenues. Such action will erode further the Postal Service's already declining customer base. The Postal Service should be looking at initiatives that will increase volume and attract more consumers. These rate increases will do just the opposite."

The author of this legislation is condemning how it is being used. It will be interesting to see how this will impact the PRC's decision.

Incentives Offered to Boost Saturation of High-Density Mail

The United Postal Service is continuing to offer new incentive programs in an attempt to increase the volume of commercial mailings. Postage rebates are being offered to companies that increase their mail volume next year.

This program will run through 2011. 12% of regular high-density postage along with 22% of regular saturation-mail postage on all mail pieces that exceed 2010 volumes by 5% will be rebated.

The Second Summer Sale is currently running through September 30. This sale provides a 30% rebate on boosted standard-mail letters and flats volume. Last year's program boosted mail volume by 1 billion pieces. Most of this was attributed to direct mail marketing campaigns.
